Several states, including New York, have introduced legislation to stop the use of hot water in cleaning for public buildings, such as schools. This is a well meaning, but misguided idea.  I can tell you from personal experience, a lot of it, that hot water is a big ingredient in our Las Vegas Maid Services cleaning.
If you look at your chemicals and instruction manuals for cleaners (carpet, washing machines, ect.)warm water is very often suggested to be used.
This is due to many chemicals performing their best with heat. Just think of how we use steam cleaning, not something that can be done with cold water.
The idea of cleaning with cold water is one to save energy, “be green”, and save money for the states. Unfortunately this will backfire, as the time spent cleaning with cold water is much more than if you have access to hot water.
Our Las Vegas Maid Services encounters this when we have a turnover or move out and the gas is off. We try to reschedule as the results, in our experience, are just not the same as when we have hot water available.
